Xbox Hands Halo to Activision and Cuts 268 More Jobs

Matt Booty's Sep 22 memo: 268 roles gone, next Halo built by a purpose-built Activision team, Rare and World's Edge move too. Polygon's read: Xbox Game Studios is down to roughly three studios. What's confirmed vs analysis.

Opening & At a Glance

Master Chief's next outing isn't being built by Halo Studios. On 22 September 2026, Xbox chief content officer Matt Booty told staff that Activision would lead the next Halo with a purpose-built team — while Xbox cut another 268 roles and shuffled Rare, World's Edge, Obsidian and more under other publishers. If you've followed Xbox's year of "reset," this one landed differently. It's not just headcount. It's who owns the franchise that once defined the brand.

Story Snapshot

  • Cuts: 268 roles across Halo Studios, other first-party studios, and the XGS management / central-functions layer (Booty, Xbox Wire).
  • Halo: Activision develops the next title; a small Halo Studios team keeps supporting games in-market and the community (incl. post-Halo: Campaign Evolved).
  • Moves: Rare + World's Edge → Activision; Obsidian → Bethesda Softworks remit; Microsoft Casual Games → King; Playground merges with Turn 10 (Forza / Fable).
  • Pace: Booty says actions since July put Xbox roughly three-quarters through the previously announced restructure.

What Happened, in Plain English

Booty's memo — published on Xbox Wire the same day it went to employees — frames the moves as one block: fewer business units, collaborators pulled together, publishing expertise concentrated. Halo Studios (the former 343 Industries) stays as a support/community shop, not the home of the next big release. Activision president Rob Kostich said the goal is to "make the greatest Halo game ever, worthy of its universe and legacy, while staying true to what made players love it in the first place," with a purpose-built team already assembling, separate from ongoing Call of Duty work.

The studio map shifts around that. World's Edge (Age of Empires) and Rare join Activision. Bethesda Softworks expands to include Obsidian, which Booty says continues Grounded and a new Fallout collaboration with Bethesda Game Studios. King absorbs Microsoft Casual Games. Playground and Turn 10 become one studio for Forza and Fable — partners for over a decade, now one org chart.

There's a quieter third section: the July divestiture track. Compulsion and Double Fine had already returned to management with IP and runway funding. Undead Labs, Booty wrote, has now transitioned on similar terms and will release State of Decay 3 day one on Game Pass with a new publisher. Ninja Theory is the hard miss — "two separate agreements" fell through. Consultation on a proposed closure starts while buyout talks continue. Arkane consultation "remains underway" into year-end. (Some secondary write-ups misspell it "Arcane"; the primary memo says Arkane.)

Confirmed vs Contested — Keep the Labels Honest

Point Status Source note
268 role eliminations Confirmed in Booty's staff memo / Xbox Wire Scoped to Halo Studios, other first-party studios, and XGS management/central functions — not "268 at Halo alone."
Next Halo under Activision Confirmed Primary memo + Kostich statement; purpose-built team separate from CoD plans.
"Only three XGS studios remain" Analysis, not a company claim Polygon's Oli Welsh (22 Sep, follow-up 27 Sep): The Coalition, inXile, and merged Playground/Turn 10 after a year of losses and moves. Attribute it.
July cut totals (1,600 immediate / ~3,600 planned) Reported in secondary coverage BBC and others cite Sharma's July figures; some outlets use slightly different planned totals. Prefer Booty's "roughly three-quarters" for the Sep 22 progress claim.
Ninja Theory / Arkane outcomes In process Proposed closure consultation + ongoing talks (Ninja Theory); Arkane consultation through year-end. Not final shutdown filings in the memo.

I'm with Welsh on the direction of travel even if you argue the exact remaining-studio count. Mojang already reports separately, Halo Studios is a remnant support unit, and Activision, Bethesda and King are absorbing work that used to sit under XGS. Whether XGS is "on the way out" as a publisher identity is still opinion. Microsoft hasn't said that.

Why It Matters for Gaming Operators

Franchise custody is strategy now. Xbox spent two decades treating Halo as the console's soul; putting the next chapter under Activision says publishing muscle matters more than keeping the IP inside the heritage studio. That may be the right commercial call. It may also spook fans who've watched Infinite's uneven life and a July remake that didn't reset goodwill. We won't know which story wins until Activision ships something — and that won't be soon.

For operators building studios or esports brands, the lesson isn't "Microsoft is doomed" (it still owns Activision, Blizzard, Bethesda, Mojang and King). It's that brand continuity survives org charts better than nostalgia does. When first-party maps redraw this fast, durable names matter. A category-flexible asset like RogueGhost.com is the sort of domain gaming operators eye when they want identity that outlasts any one reporting line.

Questions Readers Are Likely to Ask

Is Halo Studios shut down? No. Booty says a small team continues supporting the community and games in-market. It is not leading the next mainline title.

Will the next Halo be a yearly CoD-style release? Microsoft and Activision have not announced a cadence. Booty's memo stresses a purpose-built team separate from CoD development and plans.

Did Xbox say only three studios remain? No. That framing is Polygon analysis of which named studios still sit under Xbox Game Studios after 2026's moves. Treat it as commentary.

Closing & Sources

The durable facts are on Xbox Wire: 268 cuts, next Halo under Activision, Rare and World's Edge moving with it, Obsidian under Bethesda, Casual Games under King, Playground/Turn 10 merging, and Ninja Theory / Arkane still in limbo. Polygon's "three studios left" is a sharp read — attribute it, don't convert it into a Microsoft quote. July's larger cut numbers belong to Sharma-era reporting; Booty's progress claim is "roughly three-quarters."
